Why a flat fee, and where it stops making sense
The cost stops growing
A percentage is a tax on the thing you are trying to increase. Every creator who does well makes your tooling more expensive. Flat pricing does the opposite: it gets cheaper in relative terms the better you do.
It is a knowable number
You can put it in a budget in January and still be right in December. A revenue share cannot be budgeted without forecasting your own success.
And below a certain size, it is the wrong answer
